Oldboy (because of the 2-d side-scrolling fight scene),
Ong-Bak,
District B-13, the mother of all "parkour" movies,
and the all-time greatest foreign film is RUN, LOLA, RUN.
For non-action foreign films:
Paris, Je T'aime
and many more that escape me at the moment.

I haven't really watched many foreign films (I have a feeling I will get to watch more) but of the few I have watched I like Death Note. "L" is just creepy.

I love Death Note, and "L" is creepy looking, but that what you sacrifice for being a genius.

Tony Jaa's movies are always entertaining.
I don't do a lot of foreign flicks but Akira was definitely on my favorite list.

Sympathy for Mr. Vengeance, Old boy, Lady Vengeance (All made by the same dude and they are all great flicks)
Drunken Master 2 (came out as just drunken master in US)
Iron Monkey (this movie is amazing! One of my fav movies of the 90's)
Zatoichi ( Blind man + Samurai = awesome)
Also as a general rule of thumb for me, almost any Jet Li or Jackie Chan flick pre 2000.
